Abstract

Highly-skilled migration has been on the rise in recent years, whereas at the same time, the competition for highly-skilled professionals between industrialized countries has appeared to have intensified. Against this background, this article examines the desirability of an EU-wide selection process designed specifically for highly-skilled migrants. In light of various similarities found between Canada and the EU, it is argued thatthe Canadian points-system premised on human capitalwould be an ultimate model for a pan-EU selectionprocess to emulate.
