Oral History in Zeiten der Diktatur Ethische und rechtliche Herausforderungen der Belarus-Forschung

Abstract
This article examines the challenges of conducting oral history research in Belarus. The political situation, which has been deteriorating since 2020, is affecting the archiving and use of oral history interviews and raising numerous legal and ethical questions. Both oral historians and contemporary witnesses are coming under pressure, as narratives that deviate from the official ideology can have criminal consequences. This affects numerous topics in 20th-century Belarusian history. Official institutions are also attempting to instrumentalise memories of the Second World War to legitimise the existing regime. The Belarusian Oral History Archive, established in 2011, is a unique archive of testimonies that is also influenced by the political situation. The arrest of its coordinator in 2021 led to the decision to close public online access to the archive. In order to preserve the materials and independent research, the historians involved continued their work outside Belarus. This poses new challenges for the further development of the archive and secure access to the data. A comparatively safe strategy is to conduct interviews with people who have already emigrated, but this limits the diversity of topics. At the same time, documenting the experiences of emigrants after the 2020 protests opens up the possibility of researching the largest wave of emigration from Belarus since the post-war period. Preserving such narratives is impossible within the country itself, but is of great importance for the future. Thanks to digital communication, spatial barriers can be overcome. However, special attention must be paid to protecting interviewees through anonymisation and restricted access until the political situation changes.
