Abstract

Reaching a consensus on the lowest common denominator: political strategies as catchall solutions for just about anything
Political science research has shown that cooperation between ministries leads to a lowering of standards in legislative proposals. The argument goes that, due to the veto power held by individual ministries, proposals that were originally ambitious are increasingly watered down, weakened and diluted during the consultation process. In many cases, the result is an agreement on the lowest common denominator. In contrast to this thesis, which is convincing in the context of legislation, this essay argues that the opposite effect can be observed in the development of cross-departmental strategies – an agreement on the broadest common ground. Using the example of key digital strategies, it is shown how all ministries incorporate their specific interests into a strategy paper, with the result that the strategies are merely a hodgepodge of a multitude of unprioritised objectives, some of which even contradict one another in detail.
