Misunderstanding digitalisation in the public sphere: multidimensional problem-solution-constellations of organisational change
Digitalisation is one of the central topics in the reorganisation of the public sector. Current research and practitioners, however, report that digitalisation processes are complex and often do not lead to the desired results. In this paper, we discuss what makes digitalisation in public organisations so complex. Since the goal of administrative digitalisation is usually to solve an administrative problem, we understand digitalisation of the public sector as multidimensional problem-solution constellations. Drawing on an empirical study in a naturalisation office, we show how these constellations are composed of societal expectations, heterogeneous actors with their ideas of problems and solutions, tensions between expectations and actions, as well as technological systems with inscribed problem-solution ideas. Along these dimensions, typical lines of conflict open up, leading to misunderstandings and ultimately strongly challenging public administration in its task of welfare provision.
